The investigation led to arrest Monday of Kenny's Wine & Spirits owner Heidi Salcedo, 35, who was referred to the Connecticut State Liquor Commission and charged with selling alcohol to underage persons.
In addition, five Brookfield youths and one from Danbury received infractions for possession of alcohol by underage persons, police said.
The Danbury Police Department's Special Investigations Division and Community Conditions Unit conducted the surveillance of the business at 23 Federal Road.
The surveillance was initiated as a result of several tips from area residents complaining that employees of Kenny’s were selling alcohol to high-school-age children, police said.
Many of the tips indicated that Kenny’s was the “go-to” location if you were underage and wanted to purchase alcohol, according to police.
Police conducted the surveillance of Kenny's at about 5:30 p.m. and monitored customers as they entered and exited the store, said police.
Over the course of two-and-a-half hours, officers saw several underage teenagers enter the store and exit with purchased alcohol, according to police.
These teens were later stopped by marked patrol units, who verified their ages, issued infractions, notified their parents and seized the alcohol, police said.
Two of the teens were also in possession of fake identification, which indicated they were over 21 but only one reportedly said they had to use the I.D. to make the purchase, according to police.
Shortly after 8 p.m., the investigators entered Kenny’s Wine & Spirit and made contact with the permittee and a store employee, both of whom were believed to have made illegal sales to the underage customers, police said.
Several of the teenagers were warned by the employee that the police were in the area when they were sold the alcohol, according to police.
It also appeared as though the employee was tipped off shortly after the first carload of teenagers was stopped by officers, police said.
Salcedo will be referred to the state liquor commission for administrative action and further police action will follow, according to police.
