In Stratford, firefighters wearing cold water suits had to rescue two drivers from flooded roadways Tuesday morning, according to NBC Connecticut.

At about 6 a.m., firefighters rescued a handicapped man whose car was stuck under a railroad underpass on Bruce Avenue and another driver at the Surf Avenue underpass at I-95, NBC Connecticut.

Both drivers had to be removed from their cars by firefighters in cold water suits who pulled them through the water, NBC Connecticut said.

The biggest backup was reported along I-95 southbound, with 13.5 miles of delays after a tractor-trailer accident in Norwalk, DOT said. Traffic was jammed for over 13 miles from the accident scene near Exit 13 back to Exit 25 in Bridgeport, DOT said. The scene was cleared before 9 a.m. from the early morning crash, but two lanes had been closed for hours.

In Greenwich, a fallen tree slammed into a car on the northbound Merritt Parkway between Exits 31 and 33 overnight, Greenwich Fire L1042‏ said via Twitter. The scene was cleared by 6:45 a.m.

"Use caution. Strong winds," the fire department said on Twitter. No injuries were reported, but the car was crushed.

The heavy rain will continue throughout Tuesday, with up to an inch of rain expected.
