Cope, who unsuccessfully challenged Elizabeth Esty in the race for Congress last year, was running for his fourth term as first selectman. Cope beat Lowe in 2015 for the top spot, but Lowe won a seat on the board that year.
The candidates for selectman — Republican Bob Ostrosky and Democrat Kevin Keenan — each wound up with more votes than Cope, and both won seats on the Board of Selectmen, according to the News-Times.
